Depending upon how you go about it, creating original models, original sets, animations, a story ... all of these take quite a bit of time. If a developer is extremely detail oriented and wants to create a highly unique game, all of the elements that have to be attended to ... a unique set, tweaking geometries, changing surfaces, camera angles, lighting, etc. take a considerable investment of time.
All of these areas are just for the visuals of a game and speak nothing to the underlying coding and planning of the game, as well as scriptwriting single or even multiple paths.
When you see a game released, that is the tip of the iceberg. It is the end result of a lot of hard work. If the dev says they spent two years on the game, based on my experience playing it, I have absolutely no reason to doubt it.
