No, some events have to be done in certain order. Editing switches will likely end in glitches.

1 - look for a new sailor in Slinsk, iirc;

1 - Reload save before the first try (to avoid interfering with already pressed buttons)
2 - use mouse! (hint is written and Castle entrance)

The quest log doesn't update for most quests; you're trying to finish quests you've already finished.

Veralia - there should be a new captain in Slinsk for that.
