Buy the maid outfit and enter Cassandra's apartment, maybe it will trigger the event or at home change into maid outfit and visit apartment after that. I don't remember what triggered it.

You can't buy the maid costume at the store below the mall? I'm pretty sure I could when I played.
Always choose to do naughty things when the situation presents itself. Take upskirt pics and show tits in the first case, spank the girl in the park, climb the fence without wearing panties, etc.
...have you played the game? English is not their first language so the game is rife with grammatical errors.. surprisingly it doesn't curb my enjoyment.

I'm pretty sure that you can miss this event. I finished the game and when I go to Melissa's to buy the outfit she says that it's reserved. When I try to go to the bar Cassandra's sister works at it says that I don't need to go there right now and talking to Cassandra just points me towards the forensic lady's area.. so, bummer.

You must've missed out on something. Did you do everything that the pervy cop wanted you to do in the first case? In the second case he'll take her panties while she's talking to the kid behind the desk.
