"I'm fine" is correct usage.
But "where I am", you do not contract.
"where I'm going", or "I'm over here" are fine.
Sentence would read: "I'm fine where I am, right now."
Adding the definition of "at" would enable both to be "I'm":
"I'm fine where I'm at, right now."
English is an odd language, indeed.
Take the pronunciation of "bough" (bow), "cough" (coff) & "through" (throo).
