yeah its a bug from the jp ver. was the elf village colored seasonal herbs fixed? since it was mentioned that the spot is basically wasted due to the bug i am guessing id have to replay the whole bloody game again just to get the only 2 ingredients i dont have yet (2/3 of the elf village herbs)
I was able to get all 3 in my playthrough after Dazed fixed that bug. I think the cheat table in this thread has all ingredients on it now, if you want to just use that to get them.

It's because of the Locale Emulator. If you change global system Administrative language settings for Non Unicode Apps to Japanese the game texts will look OK, but this can cause some issues on other programs specially if they have to deal with non english characters.
I've never had to change off of Japanese Locale, pretty much every type of symbol seems to work with it for me. The only conflicts I've seen while staying on it is that sometimes, archaic installers will use your locale instead of your system language (resulting in the installer text being in Japanese).
Make sure you do NOT check the UTF-8 beta. It will cause conflicts with some Japanese games. There is no reason to turn it on, as far as I'm aware.Precisely. That's the setting that will cause issues with other programs if these use non english caracters like ñ ¿ ¡ as it replaces these with japanese characters.
