I mean, yeah he could kill every non level 5 in the base by just using a level 1 ability that radiates radiation, but thats a small price to pay to see michael in action! After all that presentation that his monster had dont tell me you are not curious about his development?
If i understand the theory behind power scaling correct he might be able to do damage to others in their second evolution perhaps, but certainly not all of them, let alone the people on their third evolution higher....
We see MC resisting Jakes powers, we see Ella resisting the iron maiden power of the level 3 HERO character, and a lot more events like that... (same reason why MC hasn't seen any memories from Ella or other superhumans, so far he only gets to see those when fighting or eating them, if the power difference is too big the skills can't overcome it)
We can safely assume his powers come from a very strong monster so he has a lot potential. But without evolving it's just not enough to be problematic for most characters in a higher evolution.

Some slight corrections.

Ella didn't resist Alexis power("Iron Heart"), her regeneration was just a bad match up for her. As we've been figured and Lexi has confirmed this update. Even the MC would give her trouble, even though he'll ultimately lose in the end. She was also lvl 4(before the serum) when she fought Ella, who was also lvl 4.

MC resisting Jake's power comes from his monster parent interfering. In reality, the MC would've struggled to break free because Jake had too many hooks in and after reaching lvl 2 he gained power from the 1st Numbered, The Authority. Only after it was broken by the 4th or 3rd Numbered the first time did he gain resistance to it. To be fair though, if the 1st didn't interfere either, the MC would've had a better chance at breaking free.

As for Michael, we don't need to assume anything. His monster parent is the 2nd Numbered, one of the 6(technically 7) strongest monsters in the game. He will be powerful but he'll never beat lvl 3s and above without crossing that threshold himself.

People assume Michael will be throwing off GRBs and so on at lvl 1 and 2 but that's not how the power works. It's genetics and he might not even get it since he wasn't even highly compatible with the 2nd Numbered. That also doesn't take into account that the 2nd's power isn't just radiation and it could have a slew of other powers. While it's still an assumption, I believe the 2nd is "The Power" or "The Energy" like how the 3rd is "The Body", the 1st "The Authority" and the 4th is "The Memory".

When it comes to levels, the Dev could change it in the future but we know for sure there's gap/cutoff between them. Lvl 1s and 2s can fight and kill each other but would be highly unlikely to beat a Lvl 3 and can't ever beat lvl 4 and 5. Lvl 3s can fight lvl 4s and kill them but would ultimately lose to lvl 5s, even if they could fight them for a while. We have a few examples in game now with MC(lvl 2) vs Cole(lvl 3) and then Nico(lvl 5) being affected by Cole's power but ultimately destroying him. Or Ella(lvl 5) completely being unfazed by that lvl 3's power from HERO she killed. Jake(lvl 2) affecting Lexi(lvl 5) is the exception and has context behind it.

Another duel between lv4 mc and full power Valravn would be a sight to see. Seems like Ella and her goons ganged up on him and weakened him before.

Resisting Jake's powers did not come from the monster inside MC.... MC resisted Jakes power in the room with the twins when returning to the frat house. Sure the "monster inside" breaks the order in jail (or helps breaking) but we know Jake has been giving suggestions for some time already....

As for the twelve, i don't think number 1 is the authority, the monster inside just states he does not bow for number 1's authority.... My guess is the twelve is more like a group of equals all belonging to the highest order in the monster picking...

He isn't saying its the authority as in its the boss of everyone else. "The Authority" appears to be the title of the first, just like "The Body" and "The Memory" are the titles of the third and fourth. All the apostle monsters presumably have titles and powers to match their inflated status.
There are a couple of interpretations of what exactly happens when you eat Jake but atm its still unknown what exactly we do when we devour other supers. What we see could just be a visualization of our monster trait defeating and suppressing the monster trait of the super we ate or an actual thing that happens.

In your original post, I thought you were referring to Alexis power there. That's my bad, you were referencing the HERO operative at Lvl 3 with Laurie(lvl 2).

The MC doesn't resist Jake's power fully during the Amber and Liz thing even though he ignored Jake's command. He doesn't realize anything wrong in that scene and that Jake made them strip until after it's broken later. The MC didn't break Jake's memory seal until after Christie and 4th(or 3rd) told him. This happens right after he leaves Hero's base. Before that, he couldn't figure out who was making him forget. If he had resistance to it and could break it by himself, he wouldn't have kept forgetting over and over again up until the prison scene.

As for the Numbered stuff, a few others and I have went over it here and there in the thread. The Numbered are the most powerful monsters in the game. The 1st to 6th are the only ones remaining. 7th through 12th are either dead or in a deathlike state. Above them, possibly, is Valravn's "King", the Monster you see on the Dead End if you fight Ella with 7 Power Points earlier in the game. They're also most likely extensions of a greater monster going by Valravn statements and Xanthe(not confirmed yet but implied by their given names).

- The 1st is "The Authority"
Jake's Monster Parent

- The 2nd is "The Power"???
Michael's Monster Parent

- The 3rd is "The Body"
Ella's Monster Parent and the MC's if he chose it in the beginning.

- The 4th is "The Memory"(Pink Monster at the start)
The MC's Monster Parent if you chose her.

This is all confirmed in the game(besides Jake and Michael's name). Alice's Monster, The Fairy, tells you to say high to the 3rd or 4th depending on who you chose. Valravn further proves it by telling you what part your monster represents and if you pick the 3rd you share him with Ella. He also stated that the "2nd" has descended when Michael encountered it.

As for the 1st Domain scene, that was most likely the 3rd and 4th dragging the 1st down. The MC went too deep while devouring Jake and got pulled in to it's realm.

They were more powerfull yes but not as deadly. There are exceptions to the Higher level = more powerfull character rule (alice beating a lvl2 is an example, also jake infuencing alexis), radiation is bad like really bad at atomic level, maybe monster energy could resist it given a certain amount but as we saw with michael monster they are still vulnerable to it.

A bit of "improves somewhat" and more of just getting used to it, however there's art upgrade forthcoming. You'll find some preview screenshots on recent thread pages.

I do not plain hate her just do not want to be her linus security blanket because she does see the MC like that for her avatar project and her personal life at least the goth club is an anchor so yeah MC has to gitgud and every girl in this fucking game has issues i just notice that.and she and maybe tiff well a little bit... damn; well just two of the bunch act like they own the MC ass .
