Ok, so your example of a 16 year old character doing full frontal is not actually "perfectly acceptable/legal" even if the actress is 18 years old. Read what you wrote and what I replied. I was just pointing out the error in your logic when using that example.
Pornographic =/= movies. That's the difference. Movies are protected and made excempt under the art-exceptions ( I don't think any movie has ever been banned here ), but pornography is not ( pornography, per our laws, are considered obscene and something that should've been banned, but wans't ).
If something 'would' actually be potentionally deemed illegal, one could submit it to the Norwegian Media Authority, and they'd review and approve or deny it. Pornography will always be denied.

Assuming you can see that, let me move on to some other line of questions. This is not a continuation of the prior conversion or argument about hentai. What is Norway's law regarding underage characters being played by non-minors that don't "look underage?" Did Norway ban Euphoria? It has underage characters doing nudity and sex. Is it ok if they don't "look underage?" Not sure how they would determine that for 16-17 year old characters who could look the part with actresses much older than them. What if the character is like 14, but it's played by an 18 year old actress? Does age of the character really not matter?
That's an interessting one actually, yeah. In reality, no, underage character would definitely be illegal ( both physical and age factor in, if either is in the red-zone, i.e; < 18 ), though you can definitely argue that by the logic presented, it should be ( but when was governments concerned in logic? Lol ).
Edit: But to be clear, the law exists in two parts. 1: Protect minors ( primary reasoning ), 2: Prevent creation of pedophiles ( again, archaic missunderstanding that'll probably never change ). So playing a game, with a character that 'is' 16, but looks 20, would definitely get you in hot water, as you're "clearly attracted to children", and "it's just a matter of time before you go after kids!". While 16 IS legal age of consent here, it's illegal for pornographic content ( has to be 18 at minimum ).
Though doesn't matter if the character in Euphoria is 18 or 50. Torture, rape, and similar topics are 100% illegal in Norway anyway ( even in real porn ). Norway has really strict pornlaws... I'm surprised BDSM ( non-extreme versions anyway, like bondage ) is legal ( illegal in Sweden ).
But yeah, it'd require someone to actually CHECK and PLAY euphoria to determine that she is under 16, which yeah. Unlikely to happen. Issue with LOLIs is that they DO have the apperance of < 18, and just having apperance < 18 in pornographic material is illegal, doesn't matter if real or fiction. The key word is pornographic.
