In the strictest, most anal and unnecessarily pedantic way this isn’t a VN.A visual novel is one slide of image after another image with texts, where it can have branches with choices.
Take Milfy City for example, it doesn't have VN tag, because MC can move around the city during the day.
MC is not forced to jumped from last image to the next image which forms a sequence of story.
But it’s like 95% VN so it gets a pass. The minor exploration/point and click style gameplay and the mini games are not the focus of the game.
MilfyCity has VN storylines woven between map explorations and a day system. BaDIK has minor exploration sections woven between pure VN.
Or to put it another way, in milfy you explore to find the VN story. In BaDIK the story leads to minor bits of exploration.
