I wish this forum used VNDB tags, there's so many tags missing, and the ones we have aren't properly used.

I do hate NTR, I don't believe I am someone who complains about NTR a lot, but I do complain about people complaining about people complaining about NTR, and find people begging for NTR in games without NTR annoying.
That said, I'm also a fan of management games. I do often find myself playing brothel sims despite my distaste for the kink. The difference is the disconnect of the characters.
Take Free Cities as an example. It is purely numbering base, I associate each character as a series of numbers not a person on my screen. While I don't even bother with games like Monster Girl Bi frost which focuses on individual characters rather than a series of numbers. Even games like Brothel King and Jack-O-Nine-Tails turn me off due to the fact I end up wanting to train the girl for my personal benefit rather than pleasing others. This is primarily because during the purchase phase I am more focused on selecting girls which traits or personalities that I would find most appealing for myself. Why train the perfect waifu just to have her serve a bunch of invisible bastards?
Even in games like Mythic Manor which has a few characters associated with sex work, I have a habit of seeing them as my least favorite characters. Often finding myself following their path to be a chore as I click through absentmindedly or just trying to rush through the scenes without reading it at all.
In the scenario you mentioned, how could you make your game appealing for me? Honestly, It's unlikely you can. If you somehow disconnected the characters with storylines from the brothel, and only made the brothel a side venture or primary means of making money, then maybe. Yet, by doing this you would likely make your entire game feel clunky, chaotic or unorganized. Causing me to dislike the game anyway.
The only scenario that I could come up with is that the MC inherited the sex working business from his parents, but he generally doesn't want them and only does it for a source of income. He meets other women outside the sex work industry and the characters see him as a sleaze bag. The story revolves around the protagonist attempting to convince them otherwise. Yet, this would mean the girls aren't related to the sex industry, annoying the NTR fans.
Yet, the real truth is that you can't win in this scenario. On one side, if you add anything that resembles the girls getting involved with the sex work, you'll annoy NTR haters. If you don't you'll annoy NTR fans, and if you do either, or don't make a game at all, those who hate NTR haters will continue to complain anyway. So, why bother? In the end you will always end up with every one in the three categories complaining anyway.

I am still weary of this idea because of the fact it's so invested in the brothel. She may be innocent, but she comes to a brothel for work? That seems like a bit of a miss match. On top of that, you claim to train her for the player, yet her training revolves around pleasing the customers? What does that even mean?

A city that is dominated by drugs and crime, ruled by gangs. Your father was a high ranking member of one of these gangs. Upon his death, he left everything he owned to you, which includes your brothel.
The protagonist is a possessive asshole who doesn't like to take orders from anyone, nor does he like to share his belongings. When he received the brothel, which is in the turf of your fathers old gang, he rebels against them. Causing the main story to be the protagonist vs the top gangs within the city.
As for the brothel, you could use this as a punishment location. The enemy gangs may have women in high positions, or may have bitchy/arrogant wives, or slutty daughters. As an insult to your enemy, you capture them and force them to work in the brothel. While gathering your own personal toys not associated with the brothel. Your personal toys could work in related fields which help you take down your enemies. Like your mom could be the manager of some location which helps bring in cash, your sister could be a hacker, that kind of thing. Allowing them to be a part of the story but not the brothel itself.
Make all the prostitutes the MC's family members and try to go for the hate-incest hate-ntr crowd
Or make all the prostitutes really ugly and focus on other characters for the story-love-sex scenes

She decides to work at the brothel because the money is good from what she hears. It's hard to earn money in general in the city she's in. She's desperate perhaps. If you can think of a better angle that you like, let me know. Something that won't come off as NTR in anyway, but involves the brothel.

How do you plan to incorporate the brothel to change into the game? Is it an option in settings/opening like many optional NTR games? Or is it story related?
If it is story related, we could meet this character before the change occurs. She is the illegitimate daughter of a politician attempting to fight the crime in the city. He has hid her identity as to save his own personal image. Over the years he has privately paid her mother a large sum to stay silent. One day, for whatever reason, he decides to cut the payments off.
She is now out of money, and nowhere to go. She receives a loan from a gangster, and is unable to pay the loan back in time. As a result, she has to work for one for the gangs establishments in order to pay off her debt. The gangster in question belongs to the same gang as your father. You have yet to rebel against the gang, and as such she is sent to your establishment to work off her debt.
In a city of sin, there will always be non-sinful professions correct? By incorporating non-sexual jobs, you create realism. Not to mention sinful isn't only about sex. After all, we are talking about gangs. What about drugs, weapons dealing, extortion and bribary?
A character could easily work as a politician working for someone else. Or you could purchase a diner which is used for money laundering. The mom in question could be used in a number of positions which still match the theme of your game without having to necessarily work at the brothel/sex dungeon.
On the realism topic, will the game be believable if you are facing these large gangs who control the city, yet you destroy them all with only one measly brothel/sex dungeon? Food for thought.
Honestly, I may be speaking for myself here, but I personally don't believe the environment matters in the least. The characters and events surrounding the scene is what matters to me. Having a personal pet, who has literally been treated as a pet who you have vanilla sex in a bedroom would be far more interesting than a vanilla girl in a spontaneous and interesting location.
If you're trying to be unique about it, why not look at some underused fetishes in porn games and go from there? I think someone has been compiling a spreadsheet here of tags and the percentage it gets used by games found here.

First of all I would like to point out about implementation, I have been reading this thread a bit and would like to offer a piece of grain on top of it.
If you wanna have everyone happy then this is my personal recommendation:
-First the direct choice to lock NTR stats or any stat that would generate NTR scenes, overall this is kind of a core stuff if you want to have everyone happy, direct question would help people a lot if they want to evade it.
-Second you should always make the game as if everything is on, just with changes in case it's off, with this I mean that unless it's a visual novel (route based stuff) NTR can be an interesting gameplay element, for example related to the girl that ends up in the brothel it makes sense that you first interact with her, you notice her problem and if you don't manage to solve it in time then she ends up working at the brothel. Rather than choices in itself is a sensible development of the circunstances, and if you have NTR on you should have a bit of a challenge of this stuff.
Something that I have notices a lot is that most games that have optional NTR are basically two separated games in which you just choose the route, but it isn't about playing the game good and avoiding it but rather extremely simple choices, it can work if you are a NTR fan or a harem fan, but for those that seek a game with gameplay it ends up really meh.
Debt, evil characters, circunstances... if you wanna have that stuff make it part of the gameplay experience but lock it in case someone disables NTR, you want to play with it on? you get a good gameplay experience, you play with it off? well you can easily follow the storyline and have sex with the girls to enjoy that aspect.

If there is something that I would love to see is actually harem issues and harem management, with this I mean being able to enforce harem rules and stuff like that, girls being able to rebel about it unless you make them submissive enough and stuff like that.
Personally I do enjoy a lot to show my MC dominance so something that I do enjoy a lot are risks and challenges, the guy that doesn't know his place and tried to fuck one of my girls? time to see the bottom of the river, the girls are starting to be too much into each other? make them remember who is the boss of the harem, they are trying to make you submit to them? show them their place. The reason I find it interesting is when there are consequences for failing and that's what brings me the highest enjoyment, knowing that I have difficulties to solve or stuff happens.
As you can see I'm really into engaging gameplay elements so that's why I prefer stuff to be integrated into gameplay but being able to disable that content in the way of locking stats and disabling flags.

In your three initial characters, maybe that you can choose their jobs/roles, maybe one as a manager, other as a recluiter for new girls, and another as a whore.
You could add that you select who are your whores, which one is your manager, who is the girls' coach, which are the strippers, who the bartender, who are the maids and which are only yours. If a player choose a lot only for him, he will be poor and the game will be hard. If a player choose that all work, he is a greedy (jajajaja) and is playing in easy mode.
Sure, all this assuming that you are making a game, with gameplay, and not a slideshow.

Initially when i first discover the degenerate world of porn games i had an open mind, i naively believed that when a game said their ntr path is "avoidable" it's really avoidable, not a stressful landmine where the options are not obvious enough and any choice mistake is just one click away from being ntr-ed.
So if you're really planning to take this route for your game, please put a key emphasis on the UI / game design itself where the route divergence are obvious enough (when we play porn games, the dick brain took over and the head brain is resting)
