For the game in the opening post there's this voice mod. The patch from tfpatchguy has it's own version, and I think there's more to it than the other one. Look here for more on that.

It not over until the developer says so, and although they're not in a hurry they haven't called it a day yet. They have said a long time ago that they do want to give the game some kind of ending.
And although there's been nothing this year, there was 3.0.0 at the end of the last. Links and instructions for 3.0.22 and the temporary patch are back here.

The mod config menu is part of the voice mod. There's few extra folder layers to 3.0.X than the previous version, put the data folder from the mod in...

Let it replace any existing files. Don't know if it matters which patch version you have installed, but I have the latest one from yesterday.
