I just want to pat and raising her not lewding her 
I'm stuck in this game in the near start of the game. after I go outside with her and take the usual route for the first time. I end up with her at the restaurant for eating lunch. After Sylvie sit on the table the game won't continue. There is still music in the background but the game freeze.

It seems to happen for some people, maybe from extraction or resolution. If your not you could try the 3.0.22 version.

I'm using the 3.0.2 version and the option to give her wine isn't appearing : (, how do I get her drunk? Do i have to get wine somewhere?

A 2.5.2 save is here, if you using the 2.5.2 currently in the opening post then cheats are a separate mod. The 2.5.2 and 3.0.22 translation patch from trfpatchguy have (different) cheats included by default.

If you choose not to sleep (and sex) with Sylvie she won't have a lust counter at all, or anything associated with it. And if your really committed there's platonic mode.
