Is it really an rpg maker because I find the graphics very different?
RPG Maker is just an engine (well, a series of different engines from the same developer, which work similarly). It is bundled with a set of default graphics but there is no reason a developer can't make custom ones if they have the budget, though it's extremely difficult to break from the default dimensions of things like tiles.
However, not all of the graphics are custom here. Some are stock graphics and others might be custom but still follow the style of the default graphics bundled with the engine, and some like the game icon are just defaults. So your confusion is odd.
