Hmm, I think he did that because in his mind Robin never was a LI and he must have written much of the story by now in which she's just a supporting character, so maybe that's why he doesn't want to make her a LI.
AFAIR, Ocean had written 20 chapters more than a year ago and now he is close to finishing the last chapters (he has so called mind cards with endings for LIs)
