Yes, you can click on them and it will tell you what you need to do to unlock them.

you need buy all things in Sqallmart to have a nice house
and a Dartboard -> WT -> List of all other different keys

47 is unlocked by getting all the upgrades to your house... ( including the extras as well as xmas tree and dartboard ) 48 is unlocked if all other puzzles are done ! If the 47 is not available 48 can't be accessed it is logical...
