Does that mean he's a shameless bastard? No, that's an act of problem-solving just in a stealthy way. If you think about it, talking to her won't change her mind as she is determined to risk herself, he doesn't want to involve the mc. With agent17's investigation, he can definitely solve the crime and help her.
And one more thing, I know it's hard to satisfy everyone but at least, put two paths for Amelia.
