So that mean the game is far from completed/finished? Any channel log what is being added to this latest version?

A new game, like Determinable Unstable (and a little like Butterfly Affection) from the looks of it. A long time ago Ray said they had a final event in mind for Teaching Feeling, but updates are if and when they feel like it.

4.0.6 only has a early version of a translation post, see the post linked under its download mirrors. 3.0.22 has a pretty much complete translation patch and extras.

If you check the post about 4.0.6 there's links to change logs and descriptions of whats new in the two updates, also about the extras things the 3.0.22 patch does that 4.0.6 doesn't. 4.0.6 has some additions to the interactive sex, a very different wardrobe and the redrawn art.
