The story and engagement also matter.
By engagement, I mean the character should do some effort to achieve what he wants. For example, he should earn money to be able to buy many clothes, jewelry, etc. for the character he wants to seduce. Another example can be doing some tasks to feed the character Sleeping and Contraceptives (avoid-pregnancy) pills, or even scares them in the night (by putting insects like spiders in their room) and other similar things.
The list goes on and the creativity in designing these tasks by the game producer can definitely make an outstanding game.
I believe when the other character is ok with starting sex at the beginning of the game it dramatically reduces the attractiveness of the story.
I also think the first character should avoid seducing all characters in parallel, and instead he should go one after another (I do not assume buying things and helping other characters seducing, but trying to see them naked or touching their sexual parts is seducing in my opinion).
