Even if it is so, if they wanted to find him earlier, they would. If wasn't through Emilio, it would be through someone else. The Zanes have a shit load of resources and William wasn't particularly hiding.

Emilio works for Leia he deals with the black market and underground stuff. Bella tells you in the car if you need something He's the one to call. Leia has Emilio looking into Williams jail time and reasons why he was in jail.Zanes didn't have the vast resources in WIAB as they have in SG.
That could also be because Leia was so hurt because William left that she didn't bother to look for him. She didn't bother to search where he was or what he was doing. Not because she couldn't, but because she didn't want to.

Actually, she wasn't, or Emilio's playing some game with her, because Leia didn't know about the jail time until William told her. So Emilio might have found William's contact, but we only know of his blackmarket connections in SG. Did Emilio already have those in WiaB? We don't know. Maybe he built them up while working for Leia, dealing with the events that are yet to take place, while there's gangs on the rise and turf wars. The reason I think he's independent now is the way in SG anyone can go to him. It's clear in WiaB that he is Leia's employee, he won't take jobs on the side. In SG he does, whoever has money can get what they need. So the blackmarket thing I think is post whatever happened to him in WiaB. I'm still convinced he had to take a fall for the Zanes and that's when he gets his tattoos.

another example : it's pretty late at night and it's raining ,Leia is in her car with the cellphone on her hand , what does Leia do?
she gets out of the car to make the phonecall under the rain ! ............ "Ocean Logic"
look don't try to argue about the story or script on Ocean's avn because the guy barely know how write a christmas card .
just imagine how Ocean looks like everytime he grabs a pen !

We all know Ocean tends to go overboard. So it's always a 50/50. Sometimes it hits and sometimes Leia steps out of the car into the pouring rain to make a phone call because that improves the overall noise levels and comfort.
I've always imagined Ocean to be a bit like George Lucas. Some great ideas but you kinda need a serious person watching your work to make sure to cut out the stupid. I think his AVN's would improve quite a bit if he only learned to reign in his more creative and artistic side.
